Targeting is a concept all Agents need to embrace. As far back as history goes, the greatest of hunters had to master not only hunting, but tracking. Tracking was just as important as the actual kill. You cannot claim your quarry if you cannot find it.
The Agency realizes this concept and fully embraces it. This is why we focus so much time and energy to targeting. Top list murderers on the Bounty Board are on the top of the list because they have accumulated a hefty bounty through the art of survival. With the motivation of stat loss driving them to self preservation, locating these targets can prove difficult. This is where targeting comes in.
The first step is to build a file. We begin building a targets file through searches on the forums, word of mouth, asking around, and recording any and all info that may help determine the targets POL (pattern of life).
Once we determine the targets POL, where he lives, restock houses he frequents, where his favorite PK runes are marked, who he runs with, the company he keeps, his fighting strategies and weakness'. Only once all of these gray areas have clarification do we plan action. The mission must be approved by a team leader or higher, and must be conducted to perfection. This means rehearsals should be done, gear checked, no expense spared. We cannot afford to find the weak link in a targets pattern of life, only to reveal it to him without success. He will surely fix the weak link and we find ourselves back at square one. This is unacceptable!
